  1. Organizational Background

Equality Myanmar (EQMM), formerly known as the Human Rights Education Institute of Burma (HREIB), is a nongovernmental organization that facilitates a broad range of human rights education activities, advocacy programs, and research projects which target civil society organizations and grassroots communities. EQMM conducts trainings of trainers (ToTs), basic and thematic human rights trainings, community events, and in-depth workshops at its centers in Yangon and Mandalay as well as throughout Myanmar. The organization also provides customized human rights trainings to organizations working on various issues around the country.

Since its establishment in 2000, EQMM (formerly HREIB) has trained over 1,000 women, university students, monks and pastors, activists, school teachers, and community leaders, building a strong network of human rights trainers and advocates across the country as well as along Myanmar’s border regions.

With administrative offices in Myanmar and Thailand and Human Rights Education Training Centers based in Yangon and Mandalay, EQMM aims to formalize civil society networks dedicated to coordinating advocacy efforts, hosting community awareness events, and dialoguing with other stakeholders on human rights issues.

EQMM has played a central role in coordinating a wide range of advocacy campaigns over the years to raise awareness about the human rights situation in Myanmar at local, national, regional, and international levels.

Additionally, the organization produces human rights educational materials, audio/visual tools, and other multimedia resources to address the lack of human rights information available in Burmese and ethnic languages. The resources, including TV episodes, booklets, posters, animations, and magazines, provide those who cannot attend traditional face-to-face trainings with an opportunity to learn about various human rights issues.

  • Project Background

The project ‘Building capacity of CSOs to report on grave violations of human rights against children in Myanmar’ with the objectives;

(1) Build capacity of CSOs in conflict-affected-areas to document and report human rights violations, with emphasis on the six grave violations perpetrated against children in accordance with the 1612 Monitoring and Reporting Mechanism (MRM);

(2) Support data collection efforts in conflict-affected-areas about grave violations perpetrated against children to support evidence based advocacy;

(3) Raise awareness about grave human rights violations against children in conflict in Myanmar to duty bearers.
The project will engage the local community by first conducting a theater workshop leading to a participatory drama performance teaching about child rights and violations against children in conflict affected areas. The performance will not only raise awareness about the issues but be used as a project-launch to bring together different CSOs, interested community members, and other relevant stakeholders. From them, we will recruit 20 capable participants to take part in a human rights documentation workshop that will build their knowledge and skills in documenting violations, and using complaint mechanisms, which will include the 1612 Monitoring and Reporting Mechanism (MRM). These participants will then lead data collection in conflict-affected-areas about human rights violations against children. After two months, they will re-convene and present findings, analyze trends, and develop recommendations that will be made into a report. At this point we will prepare with 20 local participants and present the report’s findings and recommendations to the Women and Children’s Rights Committee in Nay Pyi Taw.

  • Objectives of Consultancy

The purpose of the report is to support EQMM’s education and advocacy efforts on child rights, particularly in relation to children and armed conflict in Myanmar. It is intended to be useful for policy makers, NGOs, and donors. An expected outcome of the report is a clear understanding of the situation of child rights violations in conflict areas, with a focus on Kachin state, in relation to the stakeholders involved and the challenges that exist. The report’s findings should seek to identify opportunities and lead logically to actionable recommendations.

  • Description of Assignment

The consultant will be working together with project holder (EQMM)

  1. to conduct desk review on children in armed conflict issues in Myanmar especially in Kachin State.
  2. to develop workshop design and facilitate the workshop with participants who collected data.
  3. to conduct necessary interview with participants or victims or stakeholders.
  4. to analyse data and develop a full report in English and a summary report in Myanmar (Burmese)
  5. to present in Advocacy meeting in Nya Pyi Taw to support participants from the project area.
  6. Deliverable

Within the consultancy agreement time frame, the consultant is responsible to produce and submit a full report in English and a summary report in Myanmar (Burmese),

  • Time Frame and Locations

The consultancy agreement will start from 6 May, 2019 and end on 30 May, 2019. Data analysis workshop will be conducted on 9-11 May, 2019 in Bhamo/Myitkyina (TBC) excluded travel days. Advocacy meetings will be conducted on 29-30 May, 2019. Desk review can be started as soon as agreement is signed until final reports produced. Both full report and summary reports should be submitted by 25 May, 2019.
