Promoting Accountability and Transparency at State and Regional Parliament through Enhancing Links between Duty Bearers and Civil Society
The project aims to capacitate 3 local Civil Society Organizations (CSO) in Mon State, Ayewaddy Region, and Sagaign Region, to be able to strengthen transparency and accountability of state/regional government through parliamentary engagement and advocacy, and to promote the use of Open Hluttaw, a recently-launched mobile application that allows users to search for MPs by township, party, house and committee. The project involves tailored on site capacity building and mentoring, as well as engagement with MPs at the state and regional level. By the end of the project, the target CSOs will be capacitated to conduct to implement an advocacy plan with effective targeting, designed to promote transparency and accountability. Additionally, the target CSOs will forge links with parliamentary duty bearers in order to introduce and lobby for their participation in the use of the Open Hulttaw phone application. As a multiplier, the project will develop and disseminate an educational video about transparency and accountability to be broadcast on Democratic Voice of Burma and Mizzima, as well as streamed on Youtube. Finally, the project includes a component to provide technical assistance to The Asia Foundation’s in developing a more engaging and participatory way of delivering its training curriculum on ‘Public Finance Management and Budget Oversight’.
