{"id":3795,"date":"2018-01-26T11:48:52","date_gmt":"2018-01-26T05:18:52","guid":{"rendered":"https:\/\/equalitymyanmar.org\/new-eng\/?p=3795"},"modified":"2026-01-28T12:46:23","modified_gmt":"2026-01-28T06:16:23","slug":"un-wanted-for-mass-murder-posters-target-myanmars-top-general","status":"publish","type":"post","link":"https:\/\/equalitymyanmar.org\/?p=3795","title":{"rendered":"UN: \u2018Wanted for mass murder\u2019 posters target Myanmar\u2019s top general"},"content":{"rendered":"<div class=\"wysiwyg\">\n<p>\u201cWanted\u201d pictures of Min Aung Hlaing, the Commander-in-Chief of the Myanmar military who oversaw atrocities against the country\u2019s Rohingya population, were posted around New York overnight, as part of Amnesty International\u2019s campaign for accountability in Myanmar.<\/p>\n<p>World leaders, including representatives from Myanmar\u2019s government, are meeting in New York this week for the 73<sup>rd<\/sup>\u00a0session of the UN General Assembly (UNGA).<\/p>\n<blockquote class=\"quote\" data-scenario=\"quote_text\">\n<div class=\"quote__text\" data-utm-term=\"U2VuaW9yIE\">Senior General Min Aung Hlaing is responsible for overseeing crimes against humanity in Myanmar.<\/div>\n<footer class=\"quote__source\" data-scenario=\"quote_author\">Kumi Naidoo, Amnesty International\u2019s Secretary General<\/footer>\n<aside class=\"share share--quote print-hidden\">\n<div class=\"share__cell\"><\/div>\n<\/aside>\n<\/blockquote>\n<p>Accountability for the atrocities committed against the Rohingya and Myanmar\u2019s other ethnic minorities is expected to be high on the agenda. The UN Human Rights Council is currently discussing the establishment of an evidence preservation mechanism which could see Min Aung Hlaing and other suspected perpetrators come closer to prosecution.<\/p>\n<p>Amnesty International\u2019s posters have been plastered on sidewalks in 30 locations around the city, including iconic landmarks.<\/p>\n<p>\u201cSenior General\u00a0Min Aung Hlaing is responsible for overseeing crimes against humanity in Myanmar. He was top of the chain of command during the Myanmar army\u2019s vicious campaign of murder, rape, torture and village burning which forced hundreds of thousands from their homes,\u201d said Kumi Naidoo, Amnesty International\u2019s Secretary General.<\/p>\n<p>\u201cHis army has also committed war crimes against ethnic minority civilians in northern Myanmar, where conflicts continue to rage. We want world leaders to have his face in their minds this week when they discuss next steps for accountability.<\/p>\n<p>\u201cFor too long Min Aung Hlaing has managed to stay out of the spotlight and escape international attention, despite overseeing the horrendous crimes against the Rohingya. It\u2019s time to expose those responsible for these atrocities, and make sure they are held to account.\u201d<\/p>\n<p><img decoding=\"async\" class=\"no-display appear\" src=\"https:\/\/aineupstrmedia.blob.core.windows.net\/media\/19113\/poster-truck.jpg?width=500&amp;height=333.3333333333333\" alt=\"\" data-id=\"57986\" \/><\/p>\n<p>The posters put up around New York overnight read: \u201cWanted for mass murder \u2013 Don\u2019t let him get away with it\u201d, and also include harrowing quotes from Rohingya survivors.<\/p>\n<p>\u201cI heard the baby cry, then they shot, then nothing,\u201d one Rohingya woman, 45, said. She was referring to her seven-month-old granddaughter who was murdered by soldiers in August 2017.<\/p>\n<p>More than 80% of northern Rakhine State\u2019s Rohingya population have fled to neighbouring Bangladesh to seek safety since military operations began on 25 August 2017.<\/p>\n<p><img decoding=\"async\" class=\"no-display appear\" src=\"https:\/\/aineupstrmedia.blob.core.windows.net\/media\/19112\/rohingya.jpg?width=500&amp;height=333.3333333333333\" alt=\"\" data-id=\"57985\" \/><\/p>\n<p><u>Command responsibility<\/u><\/p>\n<p><a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2018\/06\/myanmar-military-top-brass-must-face-justice-for-crimes-against-humanity-targeting-rohingya\/\">Amnesty International\u2019s research<\/a>\u00a0shows that many of the crimes committed against Rohingya women, men and children were planned and orchestrated at the highest levels in the Myanmar military. At the very least, the Myanmar military\u2019s command structure means it is inconceivable that Min Aung Hlaing and other senior military officials would not have been aware of what was happening on the ground in northern Rakhine State, yet they failed to take action to prevent or stop the crimes, or to punish those responsible.<\/p>\n<p>In fact, top military commanders, including Min Aung Hlaing, travelled to the region before or during the ethnic cleansing campaign to oversee parts of the operation and documented their visits in Facebook posts.<\/p>\n<blockquote class=\"quote\" data-scenario=\"quote_text\">\n<div class=\"quote__text\" data-utm-term=\"V29ybGQgbG\">World leaders must commit Min Aung Hlaing\u2019s face to memory,<\/div>\n<footer class=\"quote__source\" data-scenario=\"quote_author\">Kumi Naidoo<\/footer>\n<\/blockquote>\n<p>Amnesty International also identified specific military units operating under the direct command of the Senior General\u2019s War Office which were on the ground in northern Rakhine State from August 2017 and responsible for many of the appalling abuses against the Rohingya.
