The recent reforms in the country have given way to opportunities for organizations with experience in human rights to engage more directly with duty bearers and decision makers at the local, regional and national levels. EQMM wants to seize this opportunity to make a real difference for human rights in Myanmar and so we are complementing our traditional Human Rights Education approach with a renewed Advocacy Strategy designed to bring the voices of those most vulnerable to those that are accountable for their wellbeing. In cooperation with partners and external resource persons, EQMM is coordinating and support advocacy efforts that target both rights holders and duty bearers \u2013 representatives of state institutions and political decision-makers-.<\/p>\n<p>In essence, EQMM has strengthened its efforts to provide participatory human rights education while also effectively channeling the concerns and issues from a grassroots level into spheres of authority and duty-holding. At the same time, EQMM has continued to empower civil society actors to engage with authorities in Myanmar and with UN agencies and international human rights advocates.<\/p>\n<p>EQMM Advocacy Strategy is composed of its Core Advocacy Programme and more targeted, theme-focused advocacy efforts.<\/p>\n<\/div><\/section>\n<div  class=\"tabcontainer   top_tab   avia-builder-el-1  el_after_av_textblock  avia-builder-el-last \" role=\"tablist\">\n\n<section class=\"av_tab_section\"  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div aria-controls=\"tab-id-1-content\" role=\"tab\" tabindex=\"0\" data-fake-id=\"#tab-id-1\" class=\"tab active_tab\"  itemprop=\"headline\" >Core Advocacy<\/div>\n<div id=\"tab-id-1-content\" class=\"tab_content active_tab_content\" aria-hidden=\"false\">\n<div class=\"tab_inner_content invers-color\"  itemprop=\"text\" >\n<h2><strong>Core Advocacy:<\/strong><\/h2>\n<p>Constitutes the backbone of EQMM Advocacy Strategy and has turned into an Organizational flagship in the last few years. It is also designed to strengthen citizen engagement and support mechanisms that encourage public accountability and citizen feedback in decision-making processes. Nowhere else in the human rights system NGO information is treated on a par with UN information and a state\u2019s national report as the 3 bases for a UN process. For Myanmar, particularly, it is one of the few UN mechanisms that can apply pressure on the GoM to ensure it adheres to its international human rights obligations.<\/p>\n<p>EQMM has been a leading organizations in facilitating and coordinating civil society\u2019s engagement in the UPR process in Myanmar. In 2010, 2014 and again in 2018 EQMM organized national workshops and consultations with civil society and the diplomatic community to produce joint stakeholder reports that were submitted to the Office of the High Commissioner for Human Rights prior to Myanmar\u2019s 1st and 2nd cycle UPR and then during the 2<sup>nd<\/sup> cycle mid-term review, emphasizing critical human rights issues identified by member organizations and included first-hand accounts of human rights violations related to each of these issues.<\/p>\n<p>The leadership of EQMM has been instrumental in ensuring civil society\u2019s participation the UPR Burma\/Myanmar Forum, composed of 42 human rights groups both inside and in exile; the HRC Plenary Session; and diplomatic briefing sessions; as well as raising awareness through local media.<\/p>\n<p><a title=\"UPR\" href=\"https:\/\/www.flickr.com\/photos\/130023083@N03\/albums\/72157717933616661\" data-flickr-embed=\"true\" data-header=\"true\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/live.staticflickr.com\/65535\/50847558748_3841f9ab37_z.jpg\" alt=\"UPR\" width=\"640\" height=\"480\" \/><\/a><script async src=\"\/\/embedr.flickr.com\/assets\/client-code.js\" charset=\"utf-8\"><\/script><\/p>\n\n<\/div>\n<\/div>\n<\/section>\n\n<section class=\"av_tab_section\"  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div aria-controls=\"tab-id-3-content\" role=\"tab\" tabindex=\"0\" data-fake-id=\"#tab-id-3\" class=\"tab \"  itemprop=\"headline\" >Grassroots Groups<\/div>\n<div id=\"tab-id-3-content\" class=\"tab_content \" aria-hidden=\"true\">\n<div class=\"tab_inner_content invers-color\"  itemprop=\"text\" >\n<div class=\"row\">\n<div class=\"col-8 main-content\">\n<article id=\"post-5653\" class=\"post-5653 page type-page status-publish\">\n<header class=\"post-header\">\n<h1 class=\"main-heading\"><span style=\"font-size: 28px;\">\u2018Supporting Grassroots Groups to Protect Human Rights in Myanmar\u2019<\/span><\/h1>\n<\/header>\n<div class=\"post-content\">\n<p>This project aims to address the aforementioned gaps in Myanmar\u2019s civil society by building the organizational capacity and advocacy skills of three local civil society organizations (CSO) working to improve the human rights situation of vulnerable groups \u2013 LGBT persons, farmers, ethnic minorities and internally displaced persons \u2013 in and around Yangon, Bago, and Loikaw, to be able to systematically address human rights issues through community mobilization and advocacy. Through tailored onsite capacity building and subgrant support, the CSOs will be capacitated to effectively and sustainably implement a community mobilization and advocacy project that addresses a local problem from a rights based perspective.<\/p>\n<p>We expect these activities to result in increased capacities among the target CSOs, as well as small community actions that address human rights violations in the target areas. The benefits of capacity building will be sustained if they are genuinely useful to the participants in achieving positive outcomes for human rights, to which this project is designed to support. As for deliverables, by the end of the project the target CSOs will each produce at least one information product, such as a training manual or user guide, to act as a multiplier of their subgrant project and add to the sustainability of benefits.<\/p>\n<\/div>\n<\/article>\n<\/div>\n<\/div>\n\n<\/div>\n<\/div>\n<\/section>\n\n<section class=\"av_tab_section\"  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div aria-controls=\"tab-id-4-content\" role=\"tab\" tabindex=\"0\" data-fake-id=\"#tab-id-4\" class=\"tab \"  itemprop=\"headline\" >Open Hluttaw<\/div>\n<div id=\"tab-id-4-content\" class=\"tab_content \" aria-hidden=\"true\">\n<div class=\"tab_inner_content invers-color\"  itemprop=\"text\" >\n<div class=\"row\">\n<div class=\"col-8 main-content\">\n<article id=\"post-5656\" class=\"post-5656 page type-page status-publish\">\n<header class=\"post-header\">\n<h1 class=\"main-heading\"><strong style=\"font-size: 20px;\">Promoting Accountability and Transparency at State and Regional Parliament through Enhancing Links between Duty Bearers and Civil Society<\/strong><\/h1>\n<\/header>\n<div class=\"post-content\">\n<p>The project aims to capacitate 3 local Civil Society Organizations (CSO) in Mon State, Ayewaddy Region, and Sagaign Region, to be able to strengthen transparency and accountability of state\/regional government through parliamentary engagement and advocacy, and to promote the use of <a href=\"https:\/\/play.google.com\/store\/apps\/details?id=com.sdm.mobile.hluttaw&amp;hl=en\">Open Hluttaw<\/a>, a recently-launched mobile application that allows users to search for MPs by township, party, house and committee. The project involves tailored on site capacity building and mentoring, as well as engagement with MPs at the state and regional level. By the end of the project, the target CSOs will be capacitated to conduct to implement an advocacy plan with effective targeting, designed to promote transparency and accountability. Additionally, the target CSOs will forge links with parliamentary duty bearers in order to introduce and lobby for their participation in the use of the Open Hulttaw phone application. As a multiplier, the project will develop and disseminate an educational video about transparency and accountability to be broadcast on Democratic Voice of Burma and Mizzima, as well as streamed on Youtube. EQMM is very active raising awareness about the importance and urgency of signing and ratifying the ICCPR.<\/p>\n<p>The main objective of this advocacy project is to move the Myanmar Government closer to signing and ratifying the International Covenant on Civil and Political Rights (ICCPR) through conducting strategic advocacy, and educating and empowering civil society to conduct advocacy on the issue. At the same time, we are raising awareness on the ICCPR amongst prospective stakeholders through participatory training and building networks such as the ICCPR Action Group, composed of representatives from 44 local civil society organizations.<\/p>\n<p>As part of this project, a signature campaign has been rolled out in the country collecting more than 10.000 signatures.<\/p>\n<p><a title=\"ICCPR\" href=\"https:\/\/www.flickr.com\/photos\/130023083@N03\/albums\/72157717938554857\" data-flickr-embed=\"true\" data-header=\"true\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/live.staticflickr.com\/65535\/50848298941_979f228a0b_z.jpg\" alt=\"ICCPR\" width=\"640\" height=\"480\" \/><\/a><script async src=\"\/\/embedr.flickr.com\/assets\/client-code.js\" charset=\"utf-8\"><\/script><\/p>\n\n<\/div>\n<\/div>\n<\/section>\n\n<section class=\"av_tab_section\"  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div aria-controls=\"tab-id-6-content\" role=\"tab\" tabindex=\"0\" data-fake-id=\"#tab-id-6\" class=\"tab \"  itemprop=\"headline\" >Right for All <\/div>\n<div id=\"tab-id-6-content\" class=\"tab_content \" aria-hidden=\"true\">\n<div class=\"tab_inner_content invers-color\"  itemprop=\"text\" >\n<div class=\"post-content\">\n<h2><strong>Rights for All (European Instrument for Democracy and Human Rights)<\/strong><\/h2>\n<p>The \u201cRights for All\u201d project is a tripartite initiative shared by EQMM, LRC and DCA\/NCA under the patronage of the European Instrument for Democracy and Human Rights. It works with an extensive network of Human Rights Defenders, civil society groups and government officials in six states and regions in Myanmar.<\/p>\n<p>The main objective of the action is to strengthen Human Rights Defenders (HRDs) and civil society efforts in promoting and protecting human rights of vulnerable and marginalized groups and enhance their influence in policy dialogue to create a more inclusive and sustainable democratic society in Myanmar.<\/p>\n<p>The project is implemented in six states and regions; Kachin, Northern Shan State, Mon, Kayin, Thanintharyi and Mandalay by EQMM and LRC. The project has so far reached to 21 different local civil society organizations (CSOs) in ten different states and regions through two different phases. A first phase that saw the advocacy capacities of 15 CSO strengthened and a second phase that took 6 new CSO in and continued building the capacities of the initial 15.<\/p>\n<p>The project was designed to create opportunities for marginalized groups such as women, youth, LGBTI, persons with disabilities, indigenous populations and ethnic and religious minorities to participate in civil society processes, advocacy and policy reform. This program focuses on engaging and empoweringtrafficked, at-risk and vulnerable children to advocate and educate on their own behalf through theater, and eradicating child labors in Myanmar and Asia. It also aims to document the experiences, opinions, and lessons learned of youth in promoting respect for diversity. To achieve these aims, Equality Myanmar will engage with youth in Rakhine, Karen, and Mon states to capacitate and support them to creatively address the problems of diversity through community theatre, short films, and a storybook. In addition to imparting the creative and technical skills in theatre, storytelling, and film editing, the workshops will enable youth participants to understand the benefits of diversity, as well as reflect on and analyze community conflicts as they relate to beliefs about diversity. The youth participants will also gain confidence in expressing their opinions through public theatre performances, short films, and community discussions, with each activity building on the previous. At the end of the project, youth participants will have knowledge, technical skills, and resources to enable them to continue promoting respect for diversity in their communities through a variety of storytelling and performance methods. Equality Myanmar also works with UN Agencies, the European Union Delegation to Myanmar and a number of embassies throughout the year to provide the CSO perspective on human rights developments in Myanmar.<\/p>\n<p><strong>Local CSO networking<\/strong><\/p>\n<p>Equality Myanmar is actively involved in both national and international CSO movements for human rights. Nationally, it is working closely with a variety of local CBOs, CSOs and NGOs that have started to shift toward including human rights work along with their development service providing them with advice and guidance. Equality Myanmar is particularly active in bringing CSOs together regarding efforts to repeal or amend discriminatory laws and pushing for a fair and just legal framework. Equality Myanmar is one of the active organizations in organizing Women Forum, CSO forums and other national conferences on a variety of human rights issues.<\/p>\n<p>EQMM\u2019s technical approach to Advocacy is informed by more than 15 years of human rights experience in Myanmar, the South East Asia region and the international arena. We take a communal approach, centered on supporting Human Rights defenders and activists who seek to nurture inclusivity in their own states and regions. The project is funded by the United Nations Democracy Fund (UNDEF) and it will run from January 2020 to December 2021.<\/p>\n<p>The purpose of the project is to\u00a0strengthen\u00a0meaningful\u00a0civic\u00a0engagement\u00a0between\u00a0civil\u00a0society and\u00a0the\u00a0Myanmar government\u00a0by\u00a0improving\u00a0the\u00a0organizational\u00a0capacity and\u00a0advocacy\u00a0skills\u00a0of\u00a0three\u00a0local CSOs\u00a0working\u00a0for\u00a0human\u00a0rights\u00a0in\u00a0Mon\u00a0State,\u00a0Magway\u00a0Region,\u00a0and\u00a0Chin\u00a0State. The\u00a0main intervention involves\u00a0tailored\u00a0on-site\u00a0capacity\u00a0building for the local CSOs, as well as\u00a0practical\u00a0community\u00a0mobilizing\u00a0exercises,\u00a0localized human\u00a0rights documentation and awareness-raising,\u00a0and\u00a0engagement\u00a0with\u00a0local\u00a0government\u00a0officials\u00a0and\u00a0MPs.
